João Pedro Coutinho

Manager

As manager of the International Department in Portugal, João provides transversal and strategic advice to companies in different sectors, both at Spanish and European level.

In the past years João worked as an advisor to the Secretary of State for the Presidency of the Council of Ministers of Portugal and focused his activity on public procurement matters within the government’s legislative activity. He also collaborated in the legislative production of various governmental areas, especially in financial and budgetary matters, infrastructure and housing, environment and climate action, culture and, cross-cutting, PPP projects.

The years prior to that João worked at the Portuguese Ministry of Finance, firstly as an advisor to the Secretary of State for Treasury, assisting in governance matters regarding State-owned companies and real estate, and then as a legal consultant at UTAP – Technical Unit for PPP’s, focusing his practice on public law, mainly in the infrastructure, transports, health and security sectors.

As a Portuguese Bar registered lawyer, João collaborated with PLMJ, a leading law firm in Portugal, from 2011 to 2016, focusing his practice on corporate and public law.
